Can an gets the TDS deducted from his salary as refund even though the employer deposits the TDS amount after quite delay ? (eg . TDS for the month of March deposited in sep. can he claim the refund?) any circular/notification?

Yes he can. Soon after the employer deposits the TDS and also files the TDS return quoting the correct PAN the said amount gets credited in 26AS. But he will get credit only after the TDS return is filed.
