Is TDS certificate to be given to vendors on a quaterly basis?
Is it to be sent even if they have not asked for it?

Yes Form 16A are to be given on quarterly basis. It should be given Within fifteen days from the due date for furnishing the ‘statement of TDS’. Even if not asked for please take the print with date inside the due date.
