TDS applicability on payment to small transpoters

hi all, payment to transporter who is holding less than 10 vehicles is not subject to TDS if he submits the declaration for the same. But if the single payment exceed 30000 and aggregate of payments exceeds 100,000 then whether TDS provisions are applicable to him even he is holds less than 10 vehicles ?
