can i cut tds for contractor payment u/s 194c when not exceed their exemption limit.

If you think it will exceed the threshold limit, you can deduct TDS.

Once you deduct TDS it is your liability to deposit it to the credit of the Central Government and you are making yourself liable to file the return of TDS. This means you have extra time to do all these exercises. OK. Do it
