can the franchisor deduct 20% tds under franchisor-franchisee agreement... I do not want to use pan no...

You have to quote your PAN otherwise TDS will be deducted @ 20% as per provisions of Section 206AA. If PAN submitted by you then TDS will be deducted u/s 194J @ 10%.
