Let me know the limit of applicable for Tds on Salary.One person receiving For month 22000,but he has been working from Sep 2013.Total salary not more than 200000 exemption limit. whether Tds applicable or not.

TDS is not applicable as total salary for the year surely is less than Rs.200000 so no need to deduct the tds.

tds is not applicable if taxable income is below the exempt limit. pls take previous owner salary detail also and then check if tax liability arise then you have to deduct the TDS.
