I m individual, get my itr filed from someone and he raised the bill amounting to Rs 10000.
is tds deductible on that amount? ?

the ans is no as its not crossing the limit for tds applicablilty.

also as an individual, tDS provisions will apply only if tax audit is applicable you.

tax audit must be applicable in immediate prev FY for applicability of tax audtit.
