11 February 2010 Preparation of application, on-line feeding , submission and arranging issuance of VKGUY License from the O/o Jt. DGFT, Mumbai falls under which category of services for TDS rate purpose?

Also if the above service provider charges fees on the basis of some (Say 1.75%)percetage of the incentive received by us then should we consider it as a commission?

Also what is the exact criteria to differenciate between commission charges & contract charges?
Please answer with reason.
