Tax on lump sum allowance

I am a PSU employee and getting allowances in the form of Lump Sum Allowance (45% of Basic Salary). I am not getting any exemption on allowances like Conveyance, Medical etc.
Are those exemptions not apply on Lump Sum allowances one gets.
