When New Format of Form -16 & Form-16A applicable ?

for the FY 2009-10
There is a view that the new format are applicable for certificates issued on or after 01.04.09.
However, the view is not correct. The UTN can be generated only for payment made in Form No. 17. UTN is a compulsory field in the new certificate.
Hence, new forms are applicable for TDS deducted during the FY 2009-10 only.

As per my understanding Mr. Shyam's view is correct.

For TDS dedcuted during FY 2008-09, the old Format is applicable. New format is applicable for tds deducted and deposited for FY 2009-10 onwards.
