Surrendering ST 2 and applying for a different service

The assessee was earlier under servie tax liability til 2k8. later no biz operation related to it. it was not surrenderd.
how to do it now? wat is the procedure?
[The assessee didnt file any ST return from FY 2k7-08 as he didt get any ST liability - no Nil return was filed. Is it mandatory to file nil returns now?]
The assessee must register for a different service now. Wat is procedure?
Can assessee make application for both simultaneously?
how about making surrender separate and later use aces websitre to apply online newly for new service?
how long will it take to get surrender confirmation
plz clarify all th eabove points

In case there is no service tax , still return filling is compulsory. You can file all the nil return once.
Then , you go for new sevice addition , afterthat, you apply for deletion of services from the registration , which one is not required by you.
It will take one week time to inclusion of new service in your registration.

Continuing Bhagat Ji, surrender and addition of service has to be done online for which you may visit www.aces.gov.in
