I do not think that the PAN card issued from Gujarat is unlucky for you. If you are having address proof in your name- you can get changed the Address in the PAN data Record and then intimate the ITO that as per PAN Address you will be filing your return. .

Great questions about PAN card surrender and re-application! Here's a detailed answer addressing all your points:
---
### 1. Should I surrender existing PAN first or apply for new PAN first?
**Answer:** You cannot hold two PAN cards simultaneously as it is illegal. So, the correct process is to **apply for surrender of existing PAN first** before applying for a new PAN. But practically, the IT department doesnโt have a formal online surrender mechanism for PAN; instead, you apply for **reissue of PAN** to get a new PAN card with updated details.

### 2. I have PAN card under Gujarat jurisdiction but currently in Bangalore. Do I need to visit Gujarat AO for surrender?
**Answer:** You **do not need to visit your old Assessing Officer (AO)** physically. The process can be handled through the NSDL or UTIITSL PAN service centers anywhere in India. You can submit your request for reissue or correction from Bangalore itself.

### 3. Can I apply for a new PAN in Bangalore and then surrender the old PAN at any TIN-FC center? Is it illegal or penalized?
**Answer:**
* It is **illegal to hold two PAN cards simultaneously**. * You **cannot apply for a new PAN without surrendering or cancelling the old PAN**. * If you apply for a new PAN without surrendering the old one, the Income Tax Department may identify the duplication and could **impose a penalty of Rs. 10,000** under Section 272B of the Income Tax Act. * The recommended approach is to apply for **"Reprint/Reissue of PAN"** mentioning your existing PAN number. This way, you get a new PAN card but the same PAN number, avoiding duplication.

### 4. What is a good reason to mention for surrendering the PAN card?
If you are applying for surrender (which mostly happens when you hold multiple PANs), reasons can be:
* **"Duplicate PAN card issued"** * **"PAN card lost or damaged"** (if applicable) * **"Correction in PAN card"** * **"Relocation of jurisdiction"** (if you want your PAN to be linked to your current city/jurisdiction)
---
### Summary and Suggested Approach:
* If your goal is to get a **new PAN card with updated jurisdiction or details**, apply for **reprint/reissue of PAN** through NSDL or UTIITSL with your existing PAN. No need to surrender. * If you hold multiple PAN cards, you must surrender the duplicate ones immediately to avoid penalty. * Physical visits are not mandatory; you can do all this online or through authorized centers anywhere in India.
