The way it has been structured specially the Direct Benefit Transfer part, you will have to include the same in your Income. No amendment or clarification from CBDT has been issued for treating the same as exempt.

many tax officials and experts did comment on this issue some time back stating the DBT was not thought through at the time of implementation.
