If a person receives stipend during his apprenticeship, then is that stipend taxable?

well there is one Rajasthan High Court ruling which states that it is exempted as scholarship.
However, I find that judgment a bit not applicable to CA stipend as this stipend is not paid to cover costs of education/books etc.
