I am working with a Trust with 30 employess Gross Total income under 2 lacs 50 thousand for A.y 2015-16 our C.A told us that we can not file return due to nil tax now employees wants form 16 I generate form 16A for contractors from I Tax side but how can i issued form 16 to employees please give me suggestion

No there is 2 part in Form 16. Part-A and Part-B.
Part -A can be downloaded from TRACES, provided you have deducted the TDS and filed the return.
Part-B is annexure of your tax calculations details which needs to be generated from your end.
So you can generate only Part-B and issue.
