Whether soil testing & surveying services covered in the consulting Engineers Services and if not then where these services will be covered?

As per the negative list, the same are include in SERVICE
24 November 2012
But as per circular 165/16/2012 dated 20-11-2012 which 'description of taxable service' has to be selected in the above cited issue.
