What is the effect when I purchase excisable goods from manufacturer and the maufacturer passes excise duty less to me?
If Excise duty is Rs.100/- but he passes on the duty only Rs. 95/-?

You should consult with your seller. If they has charge 95/- then you can take cenvat credit only 95/-.
