Should I consider the service tax for the calculation of TDS? Please solve by the example of TDS On contract payment.

CBDT has issued a circular no. 4/2008 on this problem where it has been clarified that tds will not be deducted on the amount of service tax charged.But this circular deals only about service tax on rent.Is it applicable on other type of services i am not aware.
