Service tax on which amount

If the turn over of service sales exceeds exemption limit i.e. Rs.10 lacs first time then on which amount service tax will be applicable ? whether on whole amount of turnover or on amount which exceeds Rs. 10 lacs ?

If once service tax becomes applicable and have also taken service tax no., then service tax will be applicable each irrespective of turnover or the year in which turnover exceed the exemption limit ?
