service tax on excise bill

i have got one bill on that company has charged the excise duty, CST and service tax.
i have doubt on service tax part that on excise invoice if sales tax is already charged then why service tax also.

Not clear, one cannot charge Excise and service tax togather please provide break up as given in invoice
