Actually in my company we received bills for the month of Oct 15 & Nov15 in Feb 2016. Can we claim service tax portion for input credit and If it is RCM what is the situation? Can you pls help me on this.

The input can be claimed, but please ensure that the creditor is paid off within 6 months from the date of the invoice. Further the credit may be claimed in the month of the invoice itself and carried forward.
In case of RCM the Input can be availed on payment of the duty since the GAR Challan is the input document and not the service provider's invoice.

Under RCM Servicetax payable under reverse charge As per first proviso of Rule 7
Point of taxation in respect of reverse charge will be the payment date or the first day that occurs immediately after a period of three months from the date of invoice, whichever is earlier
And You can avail cenvat credit with in 12 months from the date of document.
