07 January 2016 sir,
i have query on my client have service tax registration certificate since 2007. He is civil contractor. He was not file any return of service tax due to he was not work in which service tax applicable for service tax. now he wants service tax clearance certificate from dept. Please guide me.

10 January 2016 Service tax clearance certificate is required at the time of filing of tender but there is no such certificate exist in the Finance Act 1994. However, you may issue self declaration in regard to compliance of service tax rules related to return filing on the company letterhead by attaching self certified copy of ST-2 .
But for future compliance STR is mandatorily required to file from 2007 and apply for waiver of penalty to the department.
