Sir can it be said that when we pay tax to the IT department the amount of tax so paid by us is called self assessment Tax of which the IT department will then make assessment?

in general you may say so..but assessment is not dependent on payment of tax by the assessee.
The term "self assessment tax" is used in reference to tax payment other than advance tax but not on receipt of demand notice from the department...
