IF PAYMENT FOR AN EXPENSE IS MADE TO A THIRD PARTY ON BEHALF OF THE ORIGINAL PARTY (SUPPLIER) BY AN ACCOUNT PAYEE CHEQUE. NO CASH PAYMENTS ARE MADE. WHETHER THE EXPENSE WOULD BE ALLOWED OR NOT?
