As payment made for payment of electricity bill come under provision of Rule 6DD(b) and treated as Payment to Government . Payment of Electricity bill of more then 20000 is allowed u/s 40A(3)(a)

Payment made to electricity department is not equal to payment made to government. Hence shelter under rule 6DD may not be available.
