Suppose if a person incurrs expenditure of 35000 ....& tell the supplier to make 2 different bills of 17500 each & makes the payment of 35000 in cash in a single day ....whether it is allowed or disallowed ???.....In my view ...it should be allowed as it is against 2 different bills

as such it should not be disallowed. However, department may take a different view on the above.
