sir my friend told me that icai made rule for ipcc that cpt is compulsory for ipcc eventhough after bcom

No. Not correct. You can join IPCC directly through Direct entry route. Criteria:
Commerce Graduate 55% min
Or
Non Commerce Graduate 60% min
Or
Pass in Intermediate exam of CMA or CS.
