In a company a CA was expired and a new CA was appointed in EGM is there any need to file form in ROC?

No need for company to file any form.
New Auditor will be required to file form 23B.

Can the auditor in such a case be appointed by BOD...?

The BOD can fill the casual vacancy caused due to death in the office of Auditor. (224(6)(a))
