Reverse charge mechanism on transportation

Sir I want to know since when reverse charge mechanism on transportation charges become applicable n is it have retrospective effect or not? Because my transportation agency, considering benefit in voluntary service tax payment scheme, is forcing us to pay his service tax

the recipient of GTA service has been made liable to pay service tax w.e.f. 01.01.2005.
