21 July 2025 The error "return cannot be uploaded without uploading Annexures" while uploading your Maharashtra VAT return happens because the VAT return filing process requires certain annexure files (like purchase register, sales register, etc.) to be uploaded along with the main return file.

Here’s how to resolve this:
Check Annexures Required:
Maharashtra VAT return filing typically requires annexure files like:

Annexure A (Sales Register)

Annexure B (Purchase Register)

Annexure C (Other details like stock, tax paid, etc.)

Generate Annexure Files:
Usually, your VAT software (or Maharashtra VAT portal) provides an option to generate annexures separately. Make sure you generate and upload these files.

Upload Sequence:
Upload the annexure files first, and then upload the main VAT return file (REM file). The portal checks if annexures are uploaded, else it throws this error.

Use Correct Software Version:
Ensure you are using the latest version of the VAT return preparation software provided by Maharashtra Commercial Tax Department. Older versions may not generate proper annexure files.

Verify File Names and Formats:
