Sir,
Please let me know if TDS on rent would be applicable if rent was paid in April to June'2010 and rent payment from April'2010 to March'2011 is Rs. 10450/- p.m

In my view yes.
TDS should be deducted as the threshold limit till 30.06.2010 is Rs 120000/- p.a.
and w.e.f. 01.07.2010 Rs 180000/- p.a.
So TDS should be deducted on Rs 31350/-

But the payment/credit upto June'2010 did not exceed Rs.120000/- . So pl have a recheck whether TDS is applicable or not?

Look from rules it is not very clear whether to deduct or not. If at the beginning you had paid Rs 10450/- you would have deducted TDS. So it is suggested to deduct TDS in your case.

TDS will not apply , since the total payment during the year is blow Rs. 1.80 lacs.

I Think in your case UPTO JUNE'2010, TDS WILL BE APPLICABLE, COZ... RULES OF RS. 180,000/- WEF 01-07-2010 UPTO JUNE'2010 TDS WILL BE APPLICABLE...
