Whether reimbursement of expenses incurs service tax - plz help

As per rule 5 of valuaion rules service tax needs to be charged on reimbursements also.
Although the issue is highly debatable,but in absence of any decision by Supreme Court its better to follow the consevative approach and pay service tax on reimbursemnets also.
