MY CLIENT WANT TO IMMIGIRATE IN UK HAVING A SOLE PROPERTORSHIP CONCERN. BUT EMBASSY WANT A EXTRACT OF LAW THAT FOR THE PROPRIETOR SHIP CONCERN THERE IS NO REQUIRMENT OF SEPARATE REGISTRATION.

You can give the certificate issued by a CA, in favour of UK embassy. That should be fine.
Extract of law.....That is what I told you....the shop act liscence (registration) bears the name of business and name of proprietor. That itself is self indication as to proprietor and proprietory business are one and same and requires no any separate registration.
You can also provide them with Bank account in the name of business.
