Regarding Short dedction of TDS

I have short deducted TDS amount under 194A in FY 2007-08 and paid such amount.
Now I have received notice from Income tax department for short deduction of TDS.
Hance I will pay TDS amount and issue TDS certificate for that amount .

how can deductee claim TDS ?
