20 January 2014 memorandum of understanding can be for anything like memorandum of understanding between two individuals for selling cheesecakes!!

mutual recognition is primarily for agreement on recognizing each other's qualifications. for eg MOU between ICAI and ICAEW for recognizing each other's professional degrees..
