whether an employer is eligible to allow tax rebate of Rs 2000.00 u/s 87A at the time of deducting TDS on salary for the A/Y 2014-2015

yes very much. the employer can do so. however, it is to be ensured that the employee has no other income from other sources so that it can be ensured that total taxable income is less than Rs 5 lakhs.
