Rate and sac of services recd frm goods trant vehicle owners

I take services of Vehicle owner where
1) Goods transport vehicle is owned by service provider himself who is not registered
2) A specified amount is paid for a month ( few vehicles with fuel and few are without fuel cost. )
3) The owner of the vehicle has to do transport of goods as and when required
4) If in the month I do not use his service still I have to pay him a fixed cost as decided.
Please though some light on
1) what is the SAC code
2) Do I need to pay on reverse charge?rate?

No GST applicable on such transport of goods. No need to pay under reverse charge.

GST applicable only on transport of good by GTA who issue consignment note.

If owner of the vehicle has to transport good as and when required will not amount to hiring.
