whether annual return in Form 10 A of VAT Act 2003 is required to be filed for financial year 2008-09.

Yes As per mu concern Annual Return should be filed for the year 2008-09.
Earlier notification only for the year 2007-08 if not filed then department wil charge Rs. 400 Per day penalty.
