Qouram of a meeting??

Sir undr sec 87(2)(b) of the companies act 1956,it is said that cumulative pref share holders are entitled to attend n vote in a general meeting of a company if prf dvdnd is in arear for more than 2 years....so my qust is will they constitute the qouram in this meeting??

Their presence will be taken into account for the purpose of quorum only in respect of those items of business wherein they have a right to vote.
