after filling the VAT/CST return, you can upload the details of C form through online and download once approved after 7 days. visit your VAT website

is any payment is require in issuer end to jharkhand govt.

there is no payment from issuer end. after filling return, need to upload the C form details and after 7 days your application will be approved automatic unless your details are mismatch and LVO reject.
