Procedure for condonation delay in filing income tax

Dear Sir,
One of our collegue has to file income tax returns for 5years. How to file this return, I have following queries
1. How to file this return in E- filing portal
2. Where to send the Letter of Condonation delay, Address of CIT- Bangalore
3. Do I need to send the Letter of Condonation to ITO Salary Ward is 7(2)(4), If yes Address of this Ward.

1 After CIT approval of condonation of delay file online return by selecting option u/s 119.
2 Search Google to find out your jurisdiction CIT.
3 No need to send letter to AO.
