what will be the place of supply if we hire gta service from unregistered dealer , who is in punjab. ?/

one more q. is what if we received material from out of punjab and paid freight .
for example we are in punjab and purchase material from delhi and pay freight
what type of tax we have to pay , it is interstate or intrastate.
