27 April 2012 There is not Service Tax department in Jammu & Kashmir, then the assessee of J&K, where file the ST Return?

27 April 2012 Service tax is not applicable in J&K so why are you required to file the return?
Further if you need to file the return then you can file the same through aces.gov.in in e-form.

27 April 2012 Suppose a person in J&K rendering service in Mumbai, then he is liable to pay Service Tax and accordingly ST Return is required to file. Can't an assessee file return manually?
