my query is:
can a cash payment be made for more than 20000/- on account of octroi on a single day-will the disallowance u/s 40A(3),will come into effect?
pls its urgent to be answered .

Will not be disallowed under section 40 A(3). Refer rule 6DD(b) and CBDT Circular No.34 dated 05/03/1970.

Payment of octroi related to Govt. due, hence it is allowed as per rule 6DD.
