22 August 2014 Dear Sir,

I have issued passport, but not submitted education certificate, kindly inform we have to submit education certificate is mandatory for we are planning go to abroad.

22 August 2014 the requirements vary from country to country and type of passport. so you need to check with the concerned country's consulate in India
