What are the current status of the provision of compulsory taking pan card on sale of above 1 laks

It is yet to be notified.

But...I heard it is effective from 1st June..

Finance Act 2015 has now become an Act and some provisions are effective from June 2015. But this PAN rule is contained in rule 114B of income tax rules and any change in the same will be notified by way of a notification and to the best of my knowledge and information no such notification has been issued so far.
