Can a right issue of shares under section 81(1) be oversubscribed in any circumstances, if yes please clarify????

well how can it be? the no of maximum applicants is fixed, each applicant's (shareholder) maximum eligibility is fixed. so it can only be under-subscribed or fully sub-scribed. over-subscription not possible.
