Notice us 143 for ay 2013-14 not received

07 June 2014 Sir,
I have received an intimation for refund held due to want of IFSC code. I was informed to apply for refund request. But till now I have not received US 143 notice for AY 2013-14. Hence I dont have the communication reference no and refund sequence no. On my website my us 143 notice is showing as processing. Upon several calls to CPC toll free number I am being informed that I will be receiving the same soon. My return was filed on 25/09/2013.Please guide so as to get my refund by the earliest.

07 June 2014 you contact your jurisdictional ao for more clarification in this regard.

08 June 2014 please simply request for 143(1) intimation online. You get the copy in your email in a couple of days. where it is showing that no assessment order is available, then wait for a few more days.

Jurisdictional AO has no power in such cases.

09 June 2014 AO has to full jurisdictions if the case is transferred to AO for verification or if the case if picked for scrutiny assessment. other CPC AO have the jurisdiction. Please note that 143(1) issued by CPC are not on behalf of the PAN jurisdictional AO but by CPC AO itself.

09 June 2014 you may refer CBDT INSTRUCTION NO.3/2013[F.NO.225/76/2013/ITA.II], DATED 5-7-2013 issued on the matters related to rectification/ 143(1) intimation etc.

Para 3

"3. In respect of e-filed returns, the rectification applications are also filed online. CPC would be required to immediately identify whether action can be taken at its own end or it has to be transferred to the Assessing Officer for necessary action. If CPC is required to take action, it would do so within the time-frame prescribed. On the other hand, if the Assessing Officer is required to dispose it off, he would enter the same in the online rectification register, process it on AST and shall again make necessary entries therein once the same is disposed off. The prescribed time limit would strictly be adhered to in this case also."

Based on the above, the rectification applications are filed online and if the action is required at AO's end only then he will intervene.
