Can I.Tax Dept issue a notice u/s 139 to furnish various details to the person not having PAN?

The Section may not be the same but on the basis of information in their possession, ITD can issue notice to any concerned person under various other sections also.

thank you sir, bt one of my client had received notice from the I.Tax dept on 2003 u/s 139 & 141 although he had no PAN in that year.
