well notice issuing is like writing a letter...notice served is like the addressee receiving the letter!!

THEN THERE WILL BE CHANCE NA THAT PERSON MAY RECEIVE OR NOT RECEIVE LETTER BUT THAT WILL PE PREPARED BY DEPARTMENT IN ( CASE OF NOTICE ISSUED)

yes there are always such chances...it is necessary to establish that notice was not only issued but also served.
